Why does Jesus always start every phrase with “I tell you the truth”, does he think we think he’s going 2 lie?

Because most people in those days love to tell lies and suspect almost all things. That is why Christ had to make emphasis on His Words, but still they didn’nt believe. In reality, all His Words have been recorded as eternal truth.
